What is the meaning of Chutya?

I hear this word among Hindus a lot.

It’s like

Uddhav Thackeray is Chutya.

Hemant Nagrale is Chutya.

Sanjay Raut is Chutya.

The meaning of this word I asked a Hindu. He said it means as emotional as a woman.

But why does it mean a swear word?

He said, in India, a woman herself is a swear word.

I was like WOW. Is that a Hindu religion or what?
